Yes. As of January 1, 2025, the California Boater Card is required for every motorized vessel operator, regardless of age. You must pass a NASBLA-approved boating safety course and carry the lifetime card to legally operate a motorized boat on California waters.
California phased in its boater card requirement by age from 2018 through 2024, and as of January 1, 2025 it applies to all operators of motorized vessels regardless of age. The card is issued by the Division of Boating and Waterways after you pass an approved boating safety course.
The California Boater Card costs $10 and is valid for the operator’s lifetime. Exemptions include operators supervised on board by an adult at least 18 years old who holds a California Boater Card, people renting vessels, and out-of-state residents temporarily operating in California.
California accepts boating safety courses approved by NASBLA and the Division of Boating and Waterways, including approved online courses. After passing, you apply for the California Boater Card.
